in the Methodist Episcopal Church, myself a member of the Episcopal Protestant Church, a native of Mobile Ala. both well acquainted with the natural character of the descendants of the African Race in the South, would both have no objections to give our time to the Department for the purpose of superintending the scholastic Departments at the Tower of Centreville in particular, and the County of Leon in general. Should these suggestions meet the views and approbation of the Commissioner of the Bureau of Refugees Freedman &c &c 

Before my departure from the City of Washington, it will afford the undersigned great pleasure to exchange ideas with the Commissioner on the subject matter. [[?]] such may redound to the mental and spiritual culture to that Class of Citizens that the magnanimity of the Government designed such.
