The people genally are hands off but there is here and there a turbulent character who would gladly outrage the Freedman and to keep such fellows in proper bounds must have a few soldiers (say 10 and an orderly) whose presence no doubt will answer every purpose. The hope of an early reconstruction of the government is rapidly producing a salutary effect upon the people and I cheerfully look forward to the time when the two races will work harmoniously together.
