In obedience to S.O. No 66 Ext: 1 dated H.Q. Bu. R.F. & A.L. State of Tex: Galveston June 21st 1867. I visited the plantation of Dr. Meredith near Chappell Hill. Wash'ton Co. and after a thorough investigation of the charges against him am enabled to report as follows. 

On the 16th inst: Dr. Meredith sent a letter to Capt Collins Agt of the Bur: at Brenham asking him to come or send somebody to his plantation to stir up his hands who were idling away one half of their time and often neglected to obey the lawful orders of Dr. Meredith or his agent.
