Wednesday the 19th inst: at noon and then went to work. The next day Corpl Culp tied up Cook Middleton one of the Freedmen because he had not worked well in the field. He remained tied up one hour and a half.

The freedmen are all at work now.

From the appearance of the crops in the whole vicinity I think the freedmen have not worked well but I learn that they have been discouraged by many things
As a general thing they have been overcropped 

There are very few if any who received any remuneration in cash for their last years work. This is alleged by the freedmen. And there have been continued heavy rains this year.

I would respectfully request that Capt Collins be instructed to allow none of his enlisted men to act as nigger-drivers and to tie up freedmen at the instance of the planters.

I think it highly probable that some of the soldiers have been bribed by the planters to do that dirty work
