General:
I have the honor to request that eight men [Six privates and two non Comms'd Officers] may be ordered to this post for permanent duty. 

I notice since the promulgation of Hd Qrts. Distrc of Texas "Circular 13", that the Officers of the Civil Courts use every subterfuge to avoid arresting parties accused of Mal-treatment toward freedman. 

About the 10" inst. complaint was filed in this Office by a freedman against three men residing in "Tarkington Prairie". The accusation is, that upon one occasion they tied him up & gave him One hundred lashes, upon another occasion they gave him fifty lashes, and upon
