On Saturday night 15" inst. three white men created a row at a Negro Ball, beating two freedmen very badly. I had all three arrested on Sunday morning.  They all three gave the officer making the arrest their parole to appear for trial. One of them ran away, & no attempt was made by the Marshal to go after him.  I enquired of the Marshal why he had not gone after the man. He answered, the corporation has no money to pay expenses, & I will not put up a dime out of my pocket.

I forwarded the description of the man to the S.A. Commr at Houston and Galveston.

In this connection I respectfully represent that I often hear rumors of mal-treatment towards freedmen, but cannot get at the truth, from the fact the freedmen are deterred by threats
