Sir:-
I have the honor to make the following report in regard to the duties of the Sub. Asst. Comr. of R.F. and Aban. Lands of this County (Uvalde) or district.
There are but three or four freedmen in the whole district, to my certain knowledge, and they are perfect independent of Employers; They are to all appearances prospering, contended and satisfied with their positions; There are no families here, hence there is no necessity of establishing a school; perfect Contentment pervades the entire community.
In view of these circumstances I would respectfully ask to be relieved of the duties in forwarding reports to your Head Quarters, none of which would contain ought of benifit [[benefit]] to the Bureau; My duties are of such a character as positively to preclude my absenting myself from the post to investigate the condition of the freedmen remote from my Camp and not immediately in the vicinity of my 
over
