I have the honor to submit the following. On the 7th of May 1867 a freed woman came to my office and stated that a Mr Worthen and others had murdered her husband. After takeing her affidavit (which I herewith enclose) I enquired as to standing of these men boath from Union men and Rebels. My answers from the unloyal men was inverably that they (the accused) were the best citizens of the county, but my answer from the few Union men in the County was that they were men who took delight in oppressing the Union man and the freed man and that they "the Union men" were afraid to say anything about them, that their lives would be worth nothing if they complained against
