We the undersigned do hereby certify that we have heard Randal say that all fines he would impose and the disturbance he would create would strengthen him with the head quarters of the bureau at Galveston and that unless he did so he would be considered inefficient & worthless. He also stated that he would recognize no contract as binding unless it accorded with his sense of Justice and that his duties were to protect the negroes against the whites and not the whites against the negroes.
