   I have seen  your published order assuming charge of the Bureau of R.F. and A.L. for this State.  Therefore enclose you copies of proceedings had in case of Dr John S. Bell, of Waco, Texas, arrested by order of A F Manning, Asst. Comr- of the Bureau at that place.

   You will observe that a citizen, Dr. Bell, was arrested and imprisioned by Capt. Manning, who refused to obey, or answer the writ of Habeus Corpus granted by Judge Harrison, of the Dist. Court of this State.  Another citizen, John C. McCreary, was also  arrested and imprisoned at the same time, and similar proceedings were had as in the case herewith submitted.  But I have deemed it unnecessary to send copies of both cases. These citizens are held without any authority of law whatever, and not even a charge of any kind
