General 
I have the honor to report that I have arrested two Citizens of Bosque and McLennan counties for committing one of the most atrocious deeds in the annals of barbarity. That is the Castrating a Freedman and he a mere boy. The names of the parties are J.C. McCrary of McLennan Co. and Doctor Bell of Bosque Co. Dr Irving who assisted Doctor Bell in perpetrating this outrage resides in Milam Co near Port Sullivan I now have a party of Soldiers after him and in all probability will have him in Waco by Wednesday, after I had made the arrest and had brought the parties to this place and for safety had placed them in jail, an attempt was made by a mob of Citizens to rescue them and I was compelled to call on Col Evans Comdg Co C 6th U.S. Cav to protect the jail and guard the prisoners. & in all probability Governor Throckmorton will communicate with
