112   APPENDIX.

Section 9. Children may, for gross misbehavior, be expelled, for a limited time, from the public schools, but only by the action of the committee on education, to whom such cases shall be reported by the teachers.

Section 10. It shall be the duty of the committee on education to superintend the schools, and to introduce and keep open, an uniform mode of teaching. Every member of said committee has the right to visit the schools at any time and it shall be their duty to do so at least once a month.

Section 11. No teacher shall be allowed to introduce new school-books, without special permission of the committee on education.

Section 12. On the first and third Saturdays of each month, there shall be held examinations, with exercises in oratory, to which parents are, at all times, invited.

Section 13. Grand public examinations will be appointed by the committee on education, at the end of each session.

Prizes shall be distributed to the six best scholars of each school.

Section 14. That all applicants for a situation as school-teacher in the public schools of this city shall undergo an examination as to his or her proficiency as an English scholar, by such person or persons as this board may direct.
