Sir nothing of importance has transpired in this vicinity since my last monthly report. I forward to you the contracts which have been approved by me. They are in some respects objectionable but in no case has a contract been approved but at the request of the parties. The freedmen are in general still faithfully laboring, and are satisfied, some few however are dissatisfied with their contracts but because they consider that the contracts are not carried out in good faith by the white men. The prospect for a large crop was never better at this time of the year. 
There have been many aplications to me for relief since I have been attempting to discharge the duties of this office and in no case have I refused to grant it so far as pen and paper goes and I will take the liberty to say that in some instances any orders have been obliged. I was applied to some days since from Angelina County to give relief in a case of absolute necessity, I sent a note to the officer in Command at Jasper and received in return the enclosed quite crusty note and the consequence is no relief.
The Freedmen have not yet been paid for their labor since June last up to Jany 1st 66. Many were rebid of their
