I have the honor to submit the following report for the month ending on the 31st of March 1866.

All reports from Planters an others coming in from the country continue to be most favorable an hopeful as regards the general disposition an industry of the Freedmen.

Unemployed Freedmen are hard to find an but few contracts have been brought to this Office for examination an approval during the month just passed.

Only a very few an unimportant cases of violation of contracts have been reported.  

Most of the complaints of non-payment of wages, an of outrages committed, are from sections of the state remote from Officers of the Bureau an Military Posts, making it extremely difficult to bring the guilty parties
