I have the honor to forward the following report for the month of April 1866.
All information derived from the planters in the surrounding counties is of the most favorable and encouraging nature, as regards the laboring interest of the State. 
The Freedmen are still working industriously and are daily, -by their quiet and orderly conduct, contradicting the croaking of that numerous class who believe that nothing but the terror of the lash will make the colored race orderly and industrious. 
I regret to state that I have noticed an increased spirit of hostility manifested towards the United States Authorities and particularly toward the Freedmens Bureau; especially since the late agitation consequent on the Veto of the "Freedmen's Bureau Bill" and the
