Colonel:
I have the honor to submit the following report for the month of May 1866. Very few complaints of "violation of contracts have been made at this office. From Parties living in different portions of the State I have learned that the Circular No. 14 from Hd. Qrs. Bu. R., F. and A.L. State of Texas has given general satisfaction to the planters and that the happiest results are expected from the enforcement of it. The cotton crop is not so promising as could be wished, owing to the incessant rains of the last few weeks, which have prevented cultivation and given the grass and weeds a good start.

But from personal observation while on a trip to Montgomery the last of the month I am satisfied that the Freedmen in that part of the State at least, are making strenuous efforts to free the crops from the grass.
