Colonel:
I have the honor to make the following report for the month ending August 31st 1866. From my own personal observation and from the report of Dr. Baird who has been making a thorough inspection of the Sanitary Condition of the Freedmen in Houston and vicinity I am enabled to state that there has been no epidemic of any kind prevailing and that the general health of this class of people is much better than usual at this time of the year. 
From statistics collected for this office during the month I find that since this state  has been occupied by the U.S. troops more than 125 houses have been built by Freedmen at a cost of from 50 to 500 dollr specie each. Over 100 building lots have been purchased by them
