I have the honor to acknowledge the receipt of a communication addressed to Gen. Howard, by Jno. Donaldson, freedman of this place, in which he complains that the Agent of the Bureau at this place, Capt. A. Evans, had threatened to prosecute him for something which he Donaldson, had said or done—
I have fully investigated the character of Donaldson and find that he has been in the habit of treating diseases among the freedmen in this vicinity and that through the representation of many freedmen and citizens, Capt. Evans, became convinced that Donaldson, was imposing upon the freedmen and he therefore ordered him to desist from further practice of physic. At this Donalson, took offence and because Capt. Evans, refused to collect the notes which he, Donalson, had taken of freedmen doctored by the said Donalson, he, Donalson, fabricated the first story and
