wrote a second communication, that above referred to, re-affirming his first statements—
I have ascertained that the first statements or charges made against Capt. Evans, are entirely false, and further that Capt. Albert Evans, has, since his assignment here as Sub. Asst. Comr. administered the affairs of the Bureau honestly and conscientiously—
This man Donaldson is not respected by the freedmen who know him - he is a turbulent character and his statements are not entitled to any credence whatever. I have learned that a communication has been addressed to Gen. Howard, by the Loyal League (an association of freedmen in this place) contradicting the statements of Donaldson relative to the course of Capt. Evans. and that it was forwarded by them some time since — This communication was entirely voluntary and not suggested to them by any one.
