I told Mr. Barbour I would recommend him to the General and if a citizen agent was appointed for Matagorda I thought he could get it. Before I left Matagorda in Nov. I told Mr Barbour that I had written the Gen'l and that he could suspend operations until the letter was answered or an appointment received. He acted as a personal favor and not officially, although I gave him an order that his decisions might be respected. Did not know that he was acting still.  I think it was fourteen days he assisted me. I recommended him as an honest, faithful Union man in the strictest sense of the term. I will here repeat that if an Agent be appointed none more deserving can be found
