would be surrounded and all arms and whatever else they had valuable would be taken from them  The civil Authority cannot reach them
Outrages are commited daily with impunity, and all pass unnoticed for lack of assistance they have been so long unchecked that they have not respect or fear of us, and we are compelled to submit with silence  The col'd Infantry stationed do not possess that degree of intelligence to be trusted to execute an order  
These are the simple facts in the case and if no assistance can be rendered we will be obliged of necessity to confine ourselves to the immediate vicinity
Hopeing this appeal may be approved and troops sent
