I have the honor to report that I have been unable to start on my tour of inspection as directed in letter received March 12th.  The roads, given almost constant rains, have been impassable, and the streams and bottoms over and through which I would have to pass in such a condition that the good of the service necessitated my delay.  Twice I have been in the point of starting but a tremendous rain stopped all progress.  I am unfitted by wounds to ride horseback such a distance (about 425 miles) and will be obliged to hire a team, one horse being insufficient to transport me over the unworked roads.  And the cheapest team I can hire will be $7.50. per day.  Shall start at
