I have the honor to acknowledge the receipt of Genl Order No (5), the circular and Orders therein named having been revoked, places all cases heretofore under our jurisdiction in the hands of the civil authorities. I have the honor to state, that the civil authorities will not, and dare not act in cases of Shooting and robbing, or in fact in any case of any importance unless the freedman is the defendant, for fear of disfavor. Of the ten cases of Shooting freedmen in this district since Jan 1st/67, not one has been noticed by the civil authorities. What am I to do in the premesis

Outrages are reported daily and if the Bureau has no jurisdiction, and the civil authorities will not act, crime will go unpunished and murder more prevalent.

I shall refer all cases to the civil authorities
