The severe storm that we had immediately after leaving Galveston detained me so that I was nine days in reaching this place. I have just opened my Office to day and as the month has so nearly expired I will - if you make no objection - make no report this month but include whatever I may do in my report for August.  I need a few soldiers very much and can do but little without them; as soon as they arrive I intend to comply with Circular No. 17 from Hd. Quarters B.R.F and A.L. State of Texas  The citizens in this section of the country are not half as loyal as they were when I was in command here. I think a few U.S. boys will have the effect of improving them wonderfully
