States, that he has that day written officially, has been at work on the charges against Duty & Wetsett. That they are most notorious scoundrels, no chance of them getting justice until the courts are reorganized. That Judge Latimer is sick. has assumed his duties. That he wishes to be relieved. That if he (Lieut Roberts) is chosen to fill his place he would decline it before hand,
