Sir,
In compliance with endorsement on my letter of 15th ult., I have the honor to state that I do not know any more than I stated in that letter; I received the prisoner at the request of Capt. F. W. Reinhard Sub-Asst. Commr Bureau R. F. & A.L.; he has made a report of the case to 1st Lieut. J. T. Kirkman Act. Asst. Adj't Genl. Bureau R.F. & A.L.
I understand that the reason of the Civil authorities declining to take action is the difficulty of complying, or their unwillingness to comply, with Circular No 13, Hd. Qtrs. District of Texas, April 27th 1867,
