Sir, 
In obedience to your order dated Galveston Septembr 11th 1866 and received this day I shall at once prepare for you the Report of Murders and Outrages committed in this District on Union Men and Freedmen since the close of the Rebellion, but believe their is but little of this to report from here as far as I can learn. 

Since my last Report to Colonel Sinclair I am doing well, the Freedmen work good and their is but few complains now from them or those who have them employed.
