Dear Sir;
In accordance with private instruction I have the honor to report how matters exist in the Counties of Brazos Robertson & Falls, I have already visited. At Millican I spent some days - Capt. Miller the S.A.C on my arrival was down sick with Bilious fever. He spoke to me of the multiplicity of his duties and of his wish to be transferred to some field where he would have less labor and care. He impressed me, (I saw him transact business subsequently) as an earnest officer who would do all he could but who rather lacks the "savoir faire" in execution. The freedmen have more or less complaint against him and allege, the more thoughtful ones, as cause for the Captain's conduct that murder was so rampant the S.A.C. dared not act as he should. This Sub. District in an exceedingly rough one and nearly as bad I found as Robertson County. The people need a little rough handling and this I do not believe Cap't M. can do as he is incapacitated for much activity from debility etc. At this point, if I may be permitted the suggestion, there is needed an energetic faithful officer who can and will materially aid in the work of "Reconstruction" I organized here . . . . with Mr Kelsey, one of the Registrars, at the head assisted by Parson Brooks another Registrar, Mr Kelsey tells me there are a few Union men in their county.
