I have the honor to report that I arrived at Clarksville on the morning of the 31st of July & immediately sought an interview with Judge Latimer, who referred to me to reliable men living in the town. After conversation with many good citizens, I became convinced that the band of desperadoes which has caused so much disturbance in Red River County was under the leadership of three or four bad men, & that if the ring-leaders were arrested the organization of the band would be broken, & I should have then to deal merely with individuals. I was soon satisfied that four men, by name, Anderson, Stanley, Whitsitt & Duty, all men of considerable means, were the ones who furnished the brains, the money or rather the whiskey, & were the "inciters" of nearly all the lawless acts which have so disgraced this region of Texas.
