I am pleased to be enabled to report that by far the larger portion of the citizens of this county are heartily in favor of accepting the terms of the "reconstruction act".  The lawless actions of the band of desperadoes have given the county its unenviable reputation.  The civil courts as now organized are good for nothing, both the Judge & Distc Attorney of the District Court should be removed, & the sheriff of the County.

The town of Clarksville is three or four times as large as Mt Pleasant, & therefore a much more important place.  I would respectfully renew my recommendation that a considerable body of troops be stationed here.  In my judgement it is a proper station for a company of cavalry.  All the forage could be purchased in this vicinity at very reasonable rates, much cheaper probably than at New Orleans. Judge Latimer continues unwell.
