My Dear Kirkman

My official letter of same date may surprise you by its recommendations, but I am convinced that this course must be pursued, if law & order is to prevail in this region.  I spoke of Gen Oakes in that letter for the reason, that it appears to me he may be spared from Austin, as Gen McCook can relieve him.  In my opinion any troops which it might be necessary to send could be more cheaply supplied here, than at Austin, as it would not be necessary to wagon supplies more than fifty miles, that is if the Depot could be established at Jefferson, nearly all the forage required can be purchased in this vicinity.
