Dr Sir:
I have the honor to acknowledge through your office the communication of T. J. MacKay, to Maj Genl O. O. Howard Comssr of the Freedman's Bureau, Washington, D.C. touching the case of "Orange Bray, a Freedman convicted under the Slave Code of Texas" &c asking the intervention of the Freedman's Bureau, in his behalf. These papers were directed to the Hon James H Bell, Provisional Secretary of the State, but were not received by him, and came to hand since my induction into office.
