The Asst Com'rs of
Virginia and North Carolina

Will allow the Freedmen at Norfolk, Fortress Monroe and Yorktown VA. and Roanoke Island N.C. to assemble and elect or delegate from each settlement, to visit plantations in Texas or other States, where, in the estimation of the Asst Commissioners, remunerative employment can be obtained.

These delegates to return, and if the results of their examination warrant it, to induce the people of the large and destitute settlements to remove to such places as may offer employment.

Transportation will be furnished to these delegates upon evidence of their proper
