Sir,
I have the honor to acknowledge the receipt of your letter of the 17" instant, covering certain papers in the case of a Freedman, one Dick Perkins, now held by your Bureau in custody, and from delivery over to the Civil authorities.

This case, would appear to be one covered by the provisions of the "Civil Rights Bill" passed by Congress, April 9" 1866. (G.O. No. 50, current series A.G.O. War Depmt.) and can only be legally acted upon, under the provisions of that Act; General Orders No 44, current series from Head Quarters Army, having been set aside; as well as General Order No. 3, current series A.G.O. War Depm't., by the Presidents Proclamation of August 20" 1866, published in G.O. No 84, from the War Department.
