Manning's report to you does not mention the name of the party aggrieved, or the date of the transaction. I judge upon an investigation of the facts, it will be found, that the alledged offence, if committed at all, was committed long before the passage of the Civil Rights Bill, and that the parties are only punishable under the laws of the State.
