If he had discharged his duty as a citizen and qualified as an officer, he could have arrested and punished the first offenders, and prevented a repetition of the offence. Or, if he felt he needed assistance, he should have called upon the other officers of the County. By such course these offenders could have been arrested; as it is, I learn that as soon as the soldiers reached that neighborhood, the rascals ran off.
