Gov of the State of Texas,

Sir: application has been made to me in behalf of quite a number of our citizens for the relief of Indigent freedmen and also I am requested by the agent of the freedman's Bureau, to take them in charge at once, or it will be his duty to report the failure. Now, I have to say that the County has already a number of paupers to provide for. We have levied taxes to the full amount of that authorized by law, and our revenue will fall short by several hundred dollars of paying the current expenses of the County. Is it the duty of the several Counties to provide for all? If so, how are we to provide the means? Your advice is respectfully requested.
