Head Quarters Post of Sherman
Sherman Texas March 23d 1867

Lieut.

I have the honor to report that in compliance with Circular No 3 from Head Quarters District of Texas dated Galveston Texas February 1st 1867 I have assumed the duties of Sub Asst Commissioner, Bureau Refugees, Freedmen and Abandoned Lands for Sherman Grayson Co. Texas.

I have no enlisted man who is qualified to act as clerk in that department and as there is no officer at this post but myself I would respectfully request authority to employ a citizen as clerk until I become sufficiently familiar with the business of this office to perform that duty myself.
