Enclosed I forward for you information copy of the letter from Chas. F. Rand, of the Bureau, at Marshall, to the County Judge of that County, in reply to an enquiry for the facts upon which he based his report to the Chief of the Bureau, of the murder of ten freedmen &c. I will observe that in my letter to the county Judge I had directed that pauper children should be bound out under the law and application should be made to the agents of the Bureau for assistance to aged pauper Freedmen as the State had not been able to make such provisions and as Congress had, and Texas was paying his portion of the taxes for this purpose. At the time I made the suggestion it was in the full belief that the appropriation made by Congress for the support of the Bureau was for this purpose.
