Sir:
This letter will be handed to you by Lieut. C.S. Roberts, 17th U.S. Infantry, on special duty in the Office of the Asst. Comr. Bu. R.F. and A.L. State of Texas,
Lieut. Roberts is under orders to proceed to Clarkesville, Red River Co, for the purpose of looking after the interests of Union Refugees and Freedmen,
It has been reported here, that there is a band of desperados, infesting Red River CO, you will therefore extend to Lieut. Roberts, every aid and facility, in his operations in Red River and Lamar Counties, for the apprehension of these outlaws, and the preservation of peace and order,
Such mounted force, as in your judgement may be necessary, will be ordered to accompany Lieut. Roberts, the troops to be fully armed and equipped,
This to be acknowledged and action taken reported,
