General Howard was surprized that his order had been interpreted to prevent the filling of vacancies as they might occur. You can fill any vacancy which may occur in the State, if it is desirable, to keep the force of citizen agents to its present number, but General Howard desired me to impress upon General Griffins mind the necessity of the strictest economy and a lessening of the expenses if possible, by reason of the great demand on the public funds, which at this time are very much reduced.
