Encloses the plan, as presented to Gen. Howard, in writing with the opinion of Rev Mr Alvord on the subject. Does not know if Gen Townsend will assist on account of the prejudice of Adj Gen's Office to the Freedmen's Bureau. States that he shall proc[[ceed]] to New York. The reason of his delay being that his efforts at New York will depend on the sucess of said plan.
