I feel free to say that the Freedmen's Bureau is not as much in favor with any of the officials as formerly, and that the policy appears to be, to transfer the Bureau matters entirely to the respective Asst. Commissioners, and let them do what they can, without much observation, or any more care here to the Bureau, than possible. 

I have learned a great deal since I have been here, and I am satisfied whatever should be done for the cause of Freedmen in Texas, educational &c, will have to be done by you, with such material and resources as you can control, or create within your command, and very little
