General:
General Griffin proposes to enlist one hundred (100) men in the regiments now in Texas by special enlistments with a view of detailing them for duty in the Freedmen's Bureau as teachers, these men to be white or colored according to their regiments.

During the next year this method would give a great impulse to education, bridging over the time between the present and that when the schools may be established by the people themselves in Texas.

If there is no objection, in law or regulations, for the sake of the great and good work that may be accomplished by this means, I recommend that General Griffin be allowed to fill one hundred of the vacancies now existing by such
