The proposal of Lt. Taylor to employ soldiers as teachers of schools in Texas, if Army Regulations will permit, is deserving of serious consideration.

It has been very difficult to obtain teachers for that distant state, and the funds of the Aid Societies do not promise as much in the future, as in the past. 

There would be no difficulty in procuring enlistments on the terms proposed, and Gen. Griffin would undoubtedly manage the details of the plan with great efficiency. The system by this help from Government, would be self-supporting, and large sums now expended for primary schools in Texas, could then be used in establishing Normal Schools for the training of teachers for the future. I hope the plan will find favor with the War Department.
