In connection with a verbal presentation of the subject herein set forth, I place as requested the system proposed in writing, for such official consideration as its merits may deserve i.e.,

80 to 100 teachers are required for Freedmens schools in Texas.

Schools should commence by the 1st of October, 1867.

With the above force of 100 teachers in connection with certain local schools already provided for in the State, 25 to 30000 scholars can be provided for; and the plans
