by legislation, connecting them with the Government as rulers, and law makers, which in Texas becomes a matter of serious importance, since they will register as voters certainly one-third greater than the whites, and probably fully one-half.

That these citizens ignorant, superstitious, liable to strong prejudices, and governed chiefly by impulse and passion, should be at once provided with good schools must be perceived: and that the major portion of the work of educating these persons to become intelligent citizens, will naturally and properly become the work of the Bureau - as affairs in Texas at present exist - is also evident.
