upon them suspended for the want of means to complete them, in the purchase of "materials" required.

The Chief Quarter Master, decides here as follows, that any condition of affairs as above mentioned is entirely unnecessary.

The School houses can be built with any exertion immediately, as the Quarter Master can pay weekly if he chooses, as the buildings are being constructed, until completion; thus giving the parties erecting the School houses, the benefit of funds, as fast as each weeks work is performed.

It makes extra vouchers for the Quarter Master of course, but it is the way all school houses in this portion of the field, have been built, and therefore, there is no reason why it cannot be done in Texas, and the school houses made ready for the teachers.

The vouchers taken, are as usual for the payment of an amount set apart to be paid, on completion
