All depends upon having places in readiness for the teachers to enter upon their duties promptly upon arrival in the State.

The Association is very favorable to a Normal School to be located either at Galveston or Houston. Correspondence is desired upon this subject, and all that can be done by the Association will be, but it will be noted, that it is one of the requirements of the Association, that they be constituted the trustees or corporators of the School, so that there can be no chance of failure in any particular in the practical working of the Institution, after incorporation, that the property cannot pass from their control &c. &c.

I will write further on this point, so soon as I am informed what has been done in this direction at Galveston already, as Mr. Alvord informs me, your official report mentions
