I cannot close this communication without stating to the officers of the Bureau that I will at all times, and under all circumstances, afford them all the aid in my power to secure every right to the freedmen of this state that is guaranteed by the laws of the state and general government, and will always be ready to extend to these people the broadest mantle of mercy and charity, wherever it can be down with a due regard to their interests and a just respect for the interests of the whole body politic.
